Certainly no one was coming into TI thinking, we need to watch out for PA.
It is usually expected you are going to at least check dotabuffs of the games your opponents in winner's bracket had in group stage. And see that they have 2/3rds of their wins with PA. So yeah, ignorance of PA is mostly on OG being cocky and ignoring MVP's group stage.
