Leave it on if you took a considerable amount of damage from the fight, if you're near full hp (ie. you rocked up late or healed up a decent amount of time from your ult before being hit) you can turn it off straight away and take less damage overall though i'm pretty sure.

I have had some good success picking bloodseeker. His ultimate wont trigger if hes low, lvl 1 silence helps alot if you want to gank him, and bloodbath helps you stay in lane vs him.

Correct. Armlet is BASE hp change, so it doesn't preserve % max HP the way other HP changes do.

leaving the armlet on will give you a larger window to live by (108,63,18) hit points depending on the level of ulti from the AA.

That assumes that you have no extra magic resistance (hood/pipe/bkb) and that you could turn off the armlet as soon as the aa debuff is applied. If you had resist or it took you a second to turn off the armlet, the advantage for armlet on is larger.

Also, I'd have to check this, but for certain things armlet's HP drain is being counted as damage and not HP removal, so it's possible that even if you die with Armlet on, you can get a suicide (also a bug, self-damage bringing you under the Ice Blast shatter threshold should credit the kill to AA, rather than counting as suicides).

You definitely used to be able to see the objectives teams were pinging. Casters can see them in pro matches, obviously, and that functionality used to be shared with normal spectators.

It also worked when spectating random pub games, which is probably why it was disabled. I haven't seen it in months.

There's probably a config settings that turns them off, off by default, as the pinging would disrupt streams. Nobody pings once.
