Harris Wittels was the short white dude named Harris from animal control that was always high and wore phish shirts. Character based completely on the real Wittels lol. He also wrote a ton of good P&R episodes and a bunch of the weird lead in dialogue to scenes (ie Tom and Donna's exchange You can't say birthday cake is your favorite cake...that's like saying your favorite cereal is breakfast cereal/I *love* breakfast cereal).
