All this riot-approved moba talk centers on a DotA understanding of hero design and not the Riot-approved champion role model where the champion is created to do one thing and how strong that champion is is simply determined by how well it does that role, which allows them to easily buff and nerf individual champions by simply making the numbers higher or lower depending on where the champion is on the release cycle.
For example - the role of a 100-to-0 burst mage as outlined in the official riot-approval decree today
Riot logic dictates that the champion's role is that of an 100-to-0 burst mage, but since they just removed an item that was basically magic damage amplification + minor burst because it allowed other champions whose roles are not a 100-to-0 burst mage to 100-to-0 burst things (which is anti-fun), they need to change the champion's abilities to allow it to continue its existence as a riot-approved 100-to-0 burst mage, but a champion of such a role also having CC is, of course, riot-unapproved

Of all the champions that were primary customers of the late Deathfire Grasp, none were more iconic than the Tiny Master of Evil himself. While we recognized and intended to preserve Veigar's role as a 100-to-0 burst mage, flatly increasing the power of a champion with such a powerful combination of crowd control and single-target damage didn't feel like the humane option (for everyone except Veigar).

We’ve looked at the idea of roaming supports before. Alistar was one, for a while, before he roamed so well you guys transitioned him into a death-dealing jungler thanks to his nigh on unstoppable W+Q combo and extreme tower diving capabilities. So we made changes, nerfed his extra monster damage, and put him back in his traditional support pants.
