C9 won tournaments and had the best overall results for the year out of any Western team. Admittedly it's highly likely EG would have done better had they been around as long, but neither Na'vi nor Alliance were as successful and, funnily enough, both did worse at TI.
I have no idea why so many people dismiss C9. It's really weird.

depending on the environment you're used to eg, from my experience, china pretty much sux except for hk and select metropolises and i've been back like 10+ times

Honestly, in most areas the major Chinese cities at the mid-east at the coast are as modern as any city in Canda, Hangzhou is also very modern, and would also be nice even if you are from a major Canadian city, you just have to get used to the different things, and approach the place with an open mind, it obviously takes time to get used to.
If he had stayed there for like, 5-6 months or more, and then still thought that China sucked, I would respect him, but saying that after only having just landed on the plane and taking a bus ride....

Hangzhou during this time is probably gonna be very stuffy and hot, I know when I went back to China during August (specifically to Hangzhou) it was so fucking stuffy coz not only is it hot, it's very humid. That's very hard to get used to if you're from Vancouver. Also yeah, Hangzhou is probably one of the nicest cities to be in, but I guarantee the weather is not comparable to Canada. There's just too much smog and shit going on. It's not about whether the city is modern or not.
And are you really gonna deny that the traffic in Hangzhou sucks?

They are not good drivers, no. That part is true, well don't take the numbers so litteral, also it's not THAT warm anylonger, a month ago yes, right now it's not too bad, but of course the weather is different. The point is that he forms an opinion without having any clue. Also, there is almost no smog in that area right now, that is mostly in the North right now, Hangzhou is a relatively green city, it's nothing like Shanghai or Beijing in terms of smog. I believe(but don't quote me on this, I know other major cities north of there like Wuxi and Suzhou did it) that they banned the use of scooters and motorcycles, specifically for the air.

C9 looked really good in some games, but totally awful in others. They're obviously good and can beat anyone, but it isn't like DK or EG or Na'vi where you -expect- them to beat anyone. My two cents, at least.
