It only makes sense when comparing it to other games, but you don't balance compared to other games, because that doesn't make sense either. I don't remember this notion ever being talked about before the other games which spawned from Dota came out, because there was nothing to compare it to. A more accurate way to describe it is you either balance downwards, you balance towards a certain point, or you balance upwards. The Blizzard 'method' described there (taking turns), is balancing poorly, it's not their intention as if it was then it clearly isn't balancing at all.

The flip side of this is that Riot tends to nerf lopsided hero kits from the stand-out side creating more well-rounded designs across the board, rather than lopsided heroes that are incredibly good at certain things.

The Blizzard 'method' described there (taking turns), is balancing poorly, it's not their intention as if it was then it clearly isn't balancing at all. 1. Blizzard balancing "in turns" is completely intentional. Its to let every hero in WoW have their turn in the shine. I can't speak for nowadays, but back when I played wow they completely did this (Which frustrated the hell out of me as I was a very active PvP player. Every time my hero got nerfed, instead of struggling to break a low score, I would start leveling a new character..only to have that one nerfed when he hit top lvl). They've had a completely different approach to sc2 and hearthstone, where they try their best to make every class/race work by pushing different buttons and seeing what sticks. 2. Valve technically does balance broken with broken. Its the same approach used in Team Fortress, but they did this before Valve picked up the dota team so theres no correlation. Basically what they do is, instead of buffing the weaker part of a hero, they tend to buff the stronger part of him even more. You got a good ulti but 3 other shit spells? buff that ulti! It obviously works, because every hero has a character and completely different playstyle. As oppose to Riots approach, where they nerf the strong points and buff the weaker points until every hero is basically interchangeable. That comic absolutely hits the nail on the head on how the different teams approaches balancing.

You don't poke what's OP, but surround the skin/context that makes that particular bubble of skin red and inflated and add pressure for it to either pop or resolve back into normality.
