and then they will start lasthitting too late too often

It's actually quite easy to get used to last-hitting 1v0.
Most of the actual difficulty in last-hitting in a real game comes from the fact that harassment between the two players causes creep aggro to get mucked up making damage to be dealt to creeps at a very inconsistent rate. Lasthitting 1v0 essentially means that the creeps basically are doing a consistent amount of damage, and therefore when you have to hit each creep is very predictable. Bots are slightly better but still tend to act in fairly predictable patterns (though I would say that the majority of the playerbase tends to play lanes as poorly or worse than the bots anyway so this could be good enough for really new players).
The only way you can really learn to lasthit in the scenario of creep aggro constantly shifting due to players issuing attack orders on each other (this includes not just actual harassment, but also the standard trick of melee heroes a-clicking the enemy hero to draw aggro so the creeps are closer to them) is to do it. Lasthitting 1v0 does't help this, and if you get too comfortable with the rate at which creeps do damage in a vacuum, it can even be detrimental.

I set standard goals for my CS each game depending on the lane.
Free farm safe lane with two supports zoning offlaner? 50 cs at 6 minutes, 100 at 10 minutes contested farm safe lane? 70 cs 10 minutes so on and so forth.
I try to increase my goals after I'm capable of making them reliably. I count a hero kill as 5-10 cs.
I play almost exclusively alch for my carry....
If you meet early goal, you usually exceed your midgame goals (AC/midas/phase) at 18 minutes
If you can match your midgame goals, then stretch for endgame goals: 800 GPM minimum, fully slotted 30 minutes in.

I don't have to learn how to last hit exactly. Like if I'm playing carry on a good lane, I don't miss that many I don't think. I just want to get better at it and laning. Sometimes I lose mid to an sf and I know if I lasthitted a bit better early, it could've gone much better, for example.

SF is a bitch, screw up a bit the first 2 waves, and then you're done mid is lost :-/

Is steam fuckin up for anyone else?

You have to play more, that is all. Everyone misses last hits, you will get a feel for it. The details like dropping quelling blades and managing damage ranges will come with time. Try some easy heroes to begin with: gyro, naix (has a weird spot under tower before lvl 5), ember, jugg and wraith king, you can focus a lot on the farming and still be a threat in the lane, it is more relaxed.
