I don't know why I'm asking, I just like theorycrafting about stuff like that.

A hero could even lose exp for deaths. Maybe a hero with zero (or negative) stat gain per level. A hero with more/less inventory space, like a carry with super farming capabilities and steroid skill, but with only 4 inventory slots. Maybe there could be a spell that you could cast while stunned. He's kind of doing it already, Visage and Meepo base magic resist, Meepo ult at level 4, Invoker as a whole, Slark invis. I don't agree with people who say Dota should stay simple, I love stuff like that. I don't know why I'm asking, I just like theorycrafting about stuff like that. Then eventually it's only a little difference than other Moba games such as LoL or Smite where heroes have "inner passive ability". Personally I want Dota to have something like that, but I'm sure knee-jerk reaction from community will prevent it so for a while.

use something while stunned could be ok but i dont see how that would make sense without it being just dumb dont break the game i think or we give all heroes 2 extra abilities they can choose (but u only get horrible ones unless u grind a shitton and are addicted or pay money huehue) or give every hero a blink/pull but no pls dont

Complexity for complexity's sake doesn't make the game better, and it arguably makes the game WORSE. A hero that's different just for the sake of being different doesn't make the game better--it just makes the game more complicated, which isn't a good thing when the game is already incredibly complicated. Icefrog already has had no trouble improving and innovating the gameplay without making the game more complicated.

Obviously if the hero is well designed, and makes a coherent gameplay experience that's really fun (for example the original Storm remake where he made Ball Lightning a 0 CD % max mana cost spell--nothing like that had been done in DotA before) then it's worth it. But that's not a case of breaking the rules solely for the purpose of breaking the rules--rather because the hero concept basically hinges on that unique element. The fun/gameplay created the necessity for the unique element, not the other way round.

So to answer your initial question, no I don't think he should be breaking the rules more often. He's breaking them as often as he should, which is whenever he comes up with an idea that requires him to break the rules. He shouldn't be breaking the rules just for the sake of breaking the rules. Plus he gets a lot of his strength from parts of his kit that have very little impact on how fun he is (namely his ult, which is far and away the most boring part of the hero).
