I'm a casual and distanced cs player that played way back in the day so please correct me on this  .
I assumed the problem with the idea of making another 1.6 is that the source engine can't replicate the intricacies of it's mechanics, feel or what not. CS:GO was a good improvement over Source's horrendous hit boxes for example but i'm sure if Valve actually could do anything to perfect it like in 1.6 they would whether it's issues with Source's net code, the engine itself or whatever. If the Source engine could actually replicate 1.6 without any compromises, wouldn't they do just that?
And as a casual, I always thought GO is Valve's take on incorporating their philosophies in terms of game design and balance without pissing off the people that still plays 1.6 and Source for a living (Source and GO should be treated as different games though). I mean you sort of see examples of this by the way they're balancing weapons so that we aren't just seeing M4's and AK's after the first couple of rounds are over. I actually like some of the ideas in GO, I like GO's take on competitive matchmaking better than DotA 2's and i think some of the community features like having this badge/emblem that you see on the scoreboard is really cool.
The cool thing about GO is that Valve is explicitly behind it's balance whereas Icefrog is still in full command over what his philosophies are when it comes down to DotA (even though I couldn't imagine Icefrog going over the CS department and being all like "lets buff the dual berettas"). So just by looking at Valve's aggressive patches on weapons such as the Deagle and especially the P90 (lol), we can tell which direction Valve see's fit here.
GO isn't perfect and I have a feeling that Valve has ideas other ideas for Counter Strike beyond just GO. I mean the company has been more vocal about the idea of a CS 2 than Episode 3 (which isn't saying much). I wouldn't be surprised to see cross-pollination in general between all Valve games

Well I'm not saying my suggestion would be feasible but it is I think what would have stopped the CS scenes from collapsing and/or fragmenting.
I do however think Valve wouldn't want to recreate 1.6 perfectly even if it was as easy as flicking a switch.

I wonder if DotA 2 will play any smoother on LAN, not having to go through a netcode or anything.

It doesn't record all your games sometimes. For example it only shows 400+ of Finesthours games, and he has way more than taht.
