Watch streams, maybe, so that you can see the other heroes in action, and then try out the ones you like.

I know maphack was around in WC3, so in turn that also spilled over in custom games such as Dota obviously. But under Valve's watch now too? Then again, there are known hacks/cheats on CS:GO too so it's not that surprising to me.
I'm not really a techie guy, but from what I understand, the two games aren't really comparable. War3 is p2p-based, not server based. Meaning all the relevant info will be on your computer. You can modify the game client and view that info (aka maphack). Dota2 is server-based. Your computer doesn't even have the info you're looking for. There's nothing to hack. I wouldn't worry about it.

yes people hack in both dota and csgo it's just that the vast majority don't

no just no. what kind of advice is this? if you random all the time as a new player you'll be the same amount lost as you were every game. different strokes for different folks i guess? I could see it working to learn exactly what each skill does for each hero, and I'm sure its more interesting to random all the time, but i definitely prefer a different method.
my suggestion: pick a hero you like and learn everything you can about it. i mean everything. dota players will gripe at you for not knowing something obvious to them, skill builds/when to use skills/what lane to head towards/everything your role entails, what you have to change when you play against different heroes (this will help you get the experience of knowing what skills other heroes you don't play do - once you get wrecked by a skill once from one hero you tend to understand what to do against it next time). Once you've done that then playing other heroes within the same role should become easier. branch out from there. find your place in the world.

The only "hacks" that I know of are armlet toggle macros, invoker macro scripts, and meepo macro scripts. Of these only the first is really a problem due to the skill based nature of the latter two heroes (ok, you can invoke every skill instantly without memorizing 4-5 keys. Now go play him perfectly).
edit - Oh and there's some bugs you can abuse but most of them are pretty minor or accepted use at this point (ie wildkin tornado clearing stacks)

It does remove a lot of the skill factor for heroes like Invoker, but I personally dont see the difference between hitting 8keys(3 elements + invoke +spells itself) to invoke 2 spells and hitting 2 keys to do the same. I would do the 2 keys every single time.

Scripts for invoker, meepo and armlet toggling should be fixed and removed.

You learn way too slowly about the nuances of what heroes do when you don't play them for yourself. Just because it's your first time playing a hero doesn't mean it's necessarily going to be a bad experience rather there's only a handful of heroes where you might not get the first time you play them. Limited hero mode is an awful way of starting the game, it restricts you from actually playing against multiple heroes and get a good grasp of where they lane, what their strengths and weaknesses are etc.
This is something even Iceiceice suggested for newer players to random until they eventually find a hero that they enjoy.

IceFrog made gaben random every game to learn how to play doto.

Where did you get your info? A lot of the hacks stopped working after VAC was implemented into dota 2, but for quite a while you could see stuff like mana bars or changing the camera view and usually other small stuff. There's some info about old hacks here: http://www.d3scene.com/forum/dota-2-hacks/
There was also some hack a while ago called dotahook or something that I don't really remember about.
I'm confident there are working hacks that aren't public knowledge or are behind pay walls on game hacking sites. It's just that most likely none of the hacks are as game breaking as map hack.
From recent patch notes: - Fixed players' current gold being networked to enemy players. - Fixed Spirit Breaker's charge target being networked to enemy players.
I assume this is related to a hack of some sort, but I could be wrong.
Here's a link to a "hack" you have to pay for. http://dota2intel.com/ If you look at what the hack claims to do though, it does nothing that's actually that important.

But the point I was making is mainly that a good invoker player doesn't need macros, I've seen macro using players but never in the higher brackets. Memorizing invokers spells is the easiest part of the hero, I'm not at all worried about someone who needs a macro to use the hero. I don't know enough about the meepo macros to really comment, but I would imagine it is a similar case.
But - Armlet toggling can be done extremely fast, not QUITE macro level but fast enough to dodge some stuff that you would think needed hax (they explained it on some stream recently I think, basically you hover mouse over armlet and press the hotkey then click the mouse for the fastest possible toggle), however when it's done in literally the same millisecond that's kind of bs. There was a pretty awesome clip in the last top weekly plays of someone dropping an armlet while doomed and picking it back up to toggle it.

Lol wtf Invoker and Meepo scripts? That's sad man. Here I am struggling to learn Invoker by trying hard to memorizing spells and people use scripts? That's just lame IMO.
I mean I understand that memorizing the spells is just half the battle, you have to know when and how to use the spells. But I think it's still unacceptable, since that's how it's supposed to be... It's what makes Invoker unique and hard at the same time, especially when you fuck up with the invoked spell (like wrong one lol).
Anyway, what's the Meepo script? What does it do? Don't tell me the clones jungle on their own?

To be honest, we're all pub players here. It doesnt matter if macros are used for invokers, it's the player that counts. Macros just make it easier to get to a spell you want rather than pressing the buttons in the heat of battle. A good invoker will have the adaptability and game sense to use the right spells at the right time.
That is the hallmark of a good invoker, not how fast can you invoke spells. It's how you use them.
Tournaments may ban macros, but it doesn't affect us at all. In normal DOTA2 play, i do not begrudge people from using macros at all.
Why do you need a macro to armlet toggle? I just double click my mouse binded button fast and I toggle just fine?
