Even though most of his armor isn't base armor, the hero relies so much on his tankiness to stay in the fight and has no real way out if TC just turns on BKB and walks on his face.

If your hero doesn't have a mobility skill like blink, etc. and you're bottle crowing it's usually better to just nuke down creep waves and go stack or something than try to contest runes because walking back and forth to runes before having boots (or the enemy laner gets boots first) you can lose out on exp or run the risk of getting ganked by sidelaners also checking the rune.

seems like rune control wouldn't be all that difficult with stomp & spirit

Hard to believe that the release of TC is this late into the development stages. Maybe it was all planned. Now if Pit was to be released before TI3 it would make TI3 3times the awesomeness....but i think it is too late now to allow teams to develop strategy with these later released heroes.

That seems incredibly arbitrary. What's the point in it supposedly being base armour then? Does any other ability or mechanic in the game differentiate between base armour and bonus armour?

They released 4 heroes one month before TI2 and stopped releasing new heroes to allow players to get used to it in that 1 month time frame. I don't see why they can't do it again. Abaddon and Legion Commander are probably very close, since a lot of their textures are already done.
This leaves 7 more heroes. 2 months for 7 heroes is probably stretching it a bit especially when there are no workfiles yet, but Valve could really surprise us.
EDIT: Also 2 of the 7 heroes are the ones released upon 6.77 Dota 1, so it's possible Valve could just wait till after TI3 to release them.

You can thank the warcraft 3 engine for most of those. There's probably an exception to this one too, but the oddities are because of dumb things that happened rather than them being programmed that way on purpose.
