I agree with you superstartran, but I don't know what could possibly be an appropriate incentive.
Maybe players can vote to see who was the most 'fun' player to play with on their team, and the person that gets the most votes on their team gets an extra item. Who knows. Valve can implement incentives to play normal so that normal still has people playing it. It's not difficult for them espec with the item system currently in place.

Well that's an interesting idea. Let's say casual mode gives you items at the end of the game (like now) Ranked mode does not give you items, ever.

The problem with implementing a ranked que, completely with MMR numbers, is that suddenly you get defined by those numbers, fail in a game? Prepare for people to make fun of your MMR, Lowest MMR player can't pick the carry.
even if there's an option to hide MMR or you don't play the ranked, there's immediately a stigma attached where you're a bad player because you're unranked
Then this immediately has an effect on any balance discussion, everything you say will be filtered through the lens of your MMR, its actually a really destructive process
the 'leagues' system that LoL uses is a far better one because it classifies players better, players in a team game fit more neatly into brackets than they do specific MMR

Why would an unranked player be talking about balance? Those who play unranked/normal don't care about that; they just play for fun.
People who are on the lower echelon of the MMR also shouldn't be talking about balance because they simply don't understand it. It's just like how gold/silver players shouldn't be talking about balance in SC2 because they fundamentally are not sound at the game.

Another reason to play Normal over Ranked, is that Ranked would only be 5v5 CM (I assume). When other modes are implemented you'd need to play Normal's to play them officially.

Really like the idea of having separated ranked queue.
Very sick of having to play against bat/nyx/kotl/mag/pl every game. And then the following game someone will be frustrated because he just got stomped by bat/nyx/kotl/pl 5 games in a row and said to himself " Ok screw this , I need a win. I will pick nyx/bat/kotl/pl/mag and that's fine because others picked those against me".
Vicious cycle.
Oh and i absolutely hate people who says " What is tryhard? Isn't the whole point of the game to do all in your power to win?" No no no. Insta-picking permabanned heroes in ALLPICK is a douche move. Don't even try to justify it.
