I had some bad experience with weaver, forgetting that he had the silence over and over (still won but I died 2-3 times out of 4 like that iirc, shit was dumb)

Also dota 2 chinese servers apparently won't be totally cut off from the rest of the world - At the currently on-going Perfect World event, CEO Robert Hong Xiao has given the word that the first beta wave of the Chinese Dota 2 servers will be coming later this month, on April 28. According to the details, this will mark the end of Dota 2 via the Steam platform in China — it is yet to be seen whether Chinese players will have free interactions with international players (we hope that everything remains open). Update: Chinese Dota 2 will run on a stripped down version of Steam, re-done specifically for Dota 2 in China. Inter-connectivity between players around the world will remain! http://dotaland.net/2013/04/19/chinese-dota-2-server-beta-coming-april-28/

The number of heroes he can't solo kill (or at least force enough damage on to push them out of lane) at level 3 is surprisingly small.

Korok has played Skywrath the last 3 games on his stream (Maybe more but thats how long i've been tuned in for), i'm contacting Valve in regards to a name change to Snowball Mage. Game 2 that I watched had a first pick Pugna (they're playing TMM) but he went offlane and got destroyed by the Tri they were running, it was pretty entertaining.

All of his abilities are offensivly oriented, whereas OD has the orb attack and the huge CD ult, both of which aren't nearly as agressive as the SM counterparts.

Yesterday I literally had 3 games in a row where someone would just leave after loosing a lane or getting firstblooded in the first 5-10 minutes, practically wasted one hour of my life on nothing. Communication abuse, give me a fucking break, there's a block button, people should learn to fucking use it.

That's basically how he's played here. Build up your core and get some xp. Afterwards, try to kill as many heroes as possible. He's a terrible farmer but he scales well.

(He just strikes me as very similar to OD) OD has shorter effective range (450 range Orb vs 800 range Arcane Bolt), has a far longer CD ultimate, and generally requires more items to be effective (OD needs his first major item to really be "combat-ready", Skywrath is ready to kill people at level 6/7). OD is however stronger later, as his damage overall scales out better and he has far better stat gains. The only really good comparison between the two is that they're both strong in lane and both have an awkward time fighting through BKBs.

Also as far as I can tell the ban thing it seems to be referring to just banning people from ... talking. (Why would the punishment for text abuse be worse than feeding incessantly?)

Communication abuse, give me a fucking break, there's a block button, people should learn to fucking use it. If someone leaves in the first 5-10 minutes it wastes max 10-15 minutes of your time, not an hour. Quitting is treated harshly. 2-3 quits and you're in LPQ, where normal people don't have to deal with them.
