In pub games, the earlier you contribute, the less likely your team is to throw 4v5 before you're relevant. In this case Drums+Diffusal or Yasha+Diffusal farm fast enough that the lack of midgame control from a Radiance build is undesirable. You're far more likely to lose a game because your team threw before you finished your Radiance than to lose because you got out-carried with Diffusal/Yasha.
Put another way, in pub games you have more control over the outcome of the game if you maximize the amount of time in the game you are relevant. Over the period of time where you are relevant to the game, you have a meaningful impact on the outcome of the game. The longer that is, the more likely you are to win, since you're not banking on your teammates carrying you. A Radiance build might have a good chance of winning when its finished, but it has a long period of time where you have zero impact on the game because you're saving for Radiance and have simply no control over the flow of the game.
