This is the case with every patch for DotA 2 for me. I usually play once and have to wait for the inevitable 3-4 patch fixes.

Spectre+Warlock has been a known pair since forever. Weak laning, but work well together in fights.

So I just had my first game as Meepo. I was decent, though slow start.
Anyway, I'm not sure what's the best way to start Meepo. Do I jungle from the get go?
Here was my item list (in order):
1. tranq boots 2. vlad's (from tranqs) 3. treads 4. agh's scepter 5. mekansm 6. diffusal lvl 2 7. yasha
game ended at that point and my score was 8-2 (both deaths were prior level 6)... now I'm not really sure what my item build should be pass the usual core (treads, vlads, mek, aghs).

You need blink as Meepo, and you need it relatively early.
Mek after Scepter is kinda pointless (mek is good, but at this point a support could have farmed one), get a Reaver / Heart
... 4. Agh scepter 5. Reaver 6. Blink 7 Heart imo
