I still see chinese teams picking Chen on occasion, not as often as western teams to be sure but it happens. Enchantress is the more rarely picked one (justifiably viewed as an extremely risky pick).
Anyways, using dota-academy to view the most recent usages of a hero is probably the best way to get a grip on the players who are currently very good at that hero.
Asking who is best at a hero is going to get responses that are long out of date, especially when the player is a signature of the hero. (Was yaphets/PiS the best SF player? Almost certainly, but the game has changed radically since his dominant SF play. Same goes for Dai/X!! tinker/storm. Merlini is still probably the best zeus, but zeus is like never picked).

Definitely think if you want recent Chen play you should look at LGD.int games. The key to playing chen is not so much what the player does alone but what you do as a team.

Chen meta right now is just like dual roam, gank, push with 3 people with no one in lane to defend. Pub chen and competitive chen are really different though. Hard to play competitive chen in pub play. Not sure if you can learn all too much from watching those games.
