Cleave and Range increase is what most people are wanting from the scepter upgrade. Not to mention the stats it gives you to allow more spell combo spam.

It's more or less a requirement to have Scepter on 1st position Tiny.
That said, carry Tiny is overplayed in pubs atm. The old Arcanes+Blink Tiny is still appropriate for pubs and Agh's isn't really a high priority for that build at all.
idk why you'd ever want scepter on necro. the damage is pretty minimal, and compared to other stats items doesn't give you as much sustain/utility. for maximum damage get a dagon or necrobook lol.
if scepter cuts necro ulti cd to 10 seconds or something it'd be really good.

LOL just imagine 10 second cooldown. Even 30 second cooldown is sick. Basically use it as a stun.
On a serious note, Scepter on Necro is good for noobs like me because it makes sure-kills easier. with the 1.2 life difference upgrade, any hero that is less than 50% life bar is dead, as suppose to estimating harder with the 0.9 only.
Tiny with phaze, Manta, aghs, shadow blade, daedulus and ac is hillarious, if you can ever get to that point. Nothing like killing three heroes instantly with a shadow blade crit, chasing down the remaining heroes and then proceed to curbstomp their rax in a matter of seconds.
Treads- Aquila-Meka-Agha Viper is the best way to play viper imho. I usually get Manta after that and i'm set. Butter may be good as well, but it's way harder to farm, and Yasha is an amazing item for the buildup.
Meka is the best Tank item on viper. Vanguard ranged is bad, and Meka give you more hp, more mana, some dam/ias and more importantly, an active that help immensely your team on an hero that stand in the middle of the teamfight most of the time. It also play very nicely with mid-game viper's strenght, being able to abuse even more your best gamephase, and forcing teamfights when people usually can't focus you down quickly enough to avoid a meka trigger and an ulti. Agha i've found to be the best extension after that because it ease your mana issues, by giving both you a lot of mana AND a cheaper ulti. It allows you to initiate from afar, solving most of your chasing needs. And it is also a pretty fairly tanky item, giving you 390 hp on top of your increased ulti range. It scale pretty decently in late-game, if only because your ulti slow pierce BKB and allow you to counter most melee carries, even while they have bkb active.
In that order. The rest are usually better going something else (Jakiro,SK-> Veil, Jugger, Gyro-> Dam items, WL-> Refresher, Pugna->BkB, Venge->Wards), or have just shitty upgrades (lion, Doom, Necro, Rastha, WR probably some other i'm forgetting).

Agreed. Vanguard/PMS/Stout, is terrible for ranged. Not worth it. Shadow Blade for Viper though!!!

Axe is AWESOME with scepter. In fact I've been doing the mana-intensive build for Axe everytime I get him on pubs now as suppose to the usual tank-in-your-face build.
I get flamed but it's so fun owning heroes with battle hunger early game, and spamming that 6 second ult. Basically a 300 damage nuke if it misses the threshold.

Why not get a linken's? It's actually a carry item and takes care of all those problems that mek takes care of (does a better job imo)
Linken's costs twice as much as Mek, is less cost-effective, wastes a LOT of money of mana regen which Viper doesn't need at all, and doesn't help your team.
Mek is perfectly appropriate for a 2nd/3rd position hero like Viper. It's not the only way to play him (I personally like an Urn+Janggo route of development better than Mek), but it's perfectly fine. Implying that Mek isn't appropriate for carries is just wrong.
God is there any better feeling than stomping every single lane as Kotl with early BoT's..? Illuminate so strong aswell; it's almost ridiculous vs squishy's.
