By that definition, no one vote matters, since no one vote is decisive. However, if everyone who understood that their vote is not decisive decided not to vote, the result would be changed. It's a semantic argument, so there isn't really a clear wrong or right answer, but I think "matters" is a more useful word in this context if you understand it as distinct from "is decisive". | ||
