While I don't necessarily agree with xDaunt, I'd point out there's a big difference between a statement made semi-privately to cover your own ass in a legal setting, and one thats going to be public due to the scrutiny you're under as a public official and candidate for the highest office.
What is legally the safest thing to say and what makes you look the least bad to the public are two different things. Most people don't have to worry about the latter, but for Hillary Clinton that isn't the case.

In that case, I'd very clearly say something to the effect of "I don't know." No point guessing why the officer pulled me over when it could be for any number of things -- even if I knew I was speeding.

For me tho considering the amount of documents that will be passing through the State department it makes sense to primarily leave it to others to sort it out.
