Sea was one of the few Korean progamer than in Bw was connected with the community. Sea is friends with Lilsusie as well, so I think Sea is a perfect fit.

100% confirmed he'll be on Liquid. They are probably getting the press release ready since it was leaked. I'm sure they had a plan when to announce it but now they are forced to announce it sooner lol

This part confuses me. Isn't liquid a European team? There's no sea between South Korea and Europe? How does this work? Can anyone please enlighten me?

Overseas pretty much means "out of the country, far away" in this case. And technically, if you travel from Seoul to Europe, you will go over the Yellow Sea.
