you have to activate proper display of file extensions, otherwise it will stay a .txt file, even after renaming it. when file extension is activated just replace .txt with .stf.

I'm downloading it and am in the US. When I loaded SC2 Manager and clicked "Connect to Bnet" (it's in Korean? so I forget when it actually says) it started downloading the patch.

go to tools > folder options > view > and UNcheck "Hide extensions for known files types"
Then create a new txt file and rename it
