No, Effort delayed his own spire heavily himself by constantly pumping lings as he knows that JD's drone count is already in the shitter so in order to fight effort's own lings, JD has to constantly keep pumping lings himself which means he can't really ever drone or take second gas. JD also knows this as his ling was in Effort's base forever and it saw the larva being produced and (lack of) spire timing.
