I think it's a mix of both. I'd like to think that he tried to research those upgrades, but in the process of doing so, he was forced to make units that required gas, so it got delayed over and over.

You guys are both right. Cheesing is fine, but if Ruby had cheesed firefist successfully, everyone would be much happier.
