I really doubt this would do much and the guy would probably just have a laugh over it. I guess the bright side is, if this is something that makes you really mad and it's only over a few bucks then you must be doing pretty well.

This is why you need to learn to pick locks.

I keep my lockpicks with me at all times in case I get locked out.

Not much you can do really; He knows that he has the power to get that much money from you. As wrong as that is it's just good business for him. All you can do is tell your friends to not use that lock breaker the next time they get locked out of their house but god knows what the alternatives are.

that sucks, but yeah definitely what people do these days

my carpet store loses a lot of business to home depot and other places because they're 'cheaper', but then they end up paying a lot more and the installers mess up their floor :/
