Lol I think males don't ever know if they're being starred at because... iono hahaha we're bunch of knuckle heads.
Girls definitely will notice alot sharper because they dress nice and look nice to attract, and when she's been attracted to its her instinct to see "hey who's my atractee?"

stare at a girl (or her boobs) until she starts to turn around to face you. When this happens stand up a little higher or lift your head if you are sitting, keeping the same composure and blank staring expression so it looks like you're looking at somebody in back of them and then wave and smile.

When the girl turns around to look at who you are waving at stop looking in her direction
