Let him choose the exact tech/units you are allowed to use before the game starts. (Probably good in addition to allied vision.) This should be fun for you too since you have to try to win with weird unit combos.

What makes it faster him to learn is: he will share his vision with you but you don't, then you spam chat what he needs to do, for example, "scv (what ever is his race)" and make sure he builds that while making your own base. This should limit your base building/unit production because you are constantly watching his base that everything runs smoothly. Unless guy gets pissed of constant saying what to do, his APM should rise constantly because he starts remembering building workers/units cycles.

Oh and count how many units/workers he have because you need to know when to build depot/pylon/overlord.

Limit yourself to one mining base at a time and tech rush, or play normally and never attack with more than 12 units at a time.

play different races and do wacky strats

used to work for me and my huge noob of a friend, who had like 30 apm ( considering my offraces are god awful)

then i tried to make him play more and he quit

i have a similar thing, my friends are coming back into town, here's the list of strategies i'm thinking of:
200/200 SCV attack
triple or quadruple expo before rax into "standard" play after that
no tanks or vults
mass wraith tvp
offrace and do joke strats like stove
do a "supply depot rush" to wall him into his own base
manner depot
mind control my zerg friend's drones and do ridiculous shit
liftoff on a map like LT and zodiac, kill my starting SCVs (or maybe rush with them) and play from the island using air units (lol he'll be like "WTF" when he can't find my starting base if he scouts at all)
valk rush tvz
valk rush tvp
SCV drops
bio tvp all game, no tanks or vessels at all, even into lategame when he has ht/dt/reaver/everything
no upgrades
mass vult tvz
mass vult tvt (if anyone actually plays T around here)
queen rush and broodling all his workers
or just mass queen+defiler and plague then broodling so the broodlings kill his other units in like 1 hit
see if i can win a pvp with only slowzeals
see if i can win a tvp with only raxes, no tech at all other than ebay
see if i can win lategame with cannons
missile turret rush a Z and kill all his ovies using turrets
sunken/spore/lurk "rush" a Z
14CC, lift it on an island map, land in their base, and "SCV rush"
rush with 4 starting workers and then outmacro him with the 5th still mining

Mass casters is always fun to try, or you could try winning with something like "no fighting units all sunk/spore/drone/ovie" or going only cannons and corsairs for dweb.

Independence Day-style wall of floating Ebays covering his base -> wall the entire map with depots -> play normally.

Oh, be sure to tell us how this goes, whatever you end up doing, and provide replays ^_^

Use StarEdit or something

Play a race different than his, make all your stuff cost 5x as much and take 2x as long to build, or whatever scalars you believe are best.

Lol thats an awesome handicap. And I think its what he wants. He can play normally, but he'll be playing a lot slower giving his friend the handicap he needs.

Just don't start mining/playing for the first 2-5 minutes. It works wonders and will be quite challenging for you (unless they are so super bad and stupid that they literally spend 30 minutes figuring out what a pylon is for and how they can get units).
