So i once again made a ranking - this time, it's not really a foreigner ranking, more a "WCS ranking" of players living outside of korea. There is no numbers behind these rankings, its just my opinion. I feel like its really hard to rate players nowadays, skill seems to be closer together than before with lovt being so fresh. No graphics, no player pictures, just consumes too much time.
Still had fun doing it - so why not post it?

Please excuse my mediocre english skills.

1 Hydra
+ Show Spoiler +
While losing to Neeb and dropping games to a few foreigners, Hydra is still THE player to beat in the WCS. Who would you give more than 50% against him in an offline environment? Exactly... and thats why he is the best. But: Him and Polt are not as untouchable in WCS as one would have thought some time ago.

2 Polt
+ Show Spoiler +
Well, Polt is Polt. He lost to Neeb any Hydra (which lag issues here and there), but he is still Polt. Any WCS touranment he enters, he will always be considered a top favorite to win the thing. I feel like MarineLorD can be better than him, but Polt is just way more consistent.

3 MarineLorD
+ Show Spoiler +
When MarineLorD has a good day, he is probably not beatable by anyone in WCS. Everyone remembers him 5-0ing Korea in nation wars. His ladder touranment perforamnce was really good, only losing to Happy and to nerchio who he earlier beat. In the ladder itself, he was the highest mmr player in europe (as apollo stated). It's a pity he still doesnt bring it all together in an offline tournament. While showing decent results, he doesnt show us how good he really is. I still have to rate him higher than the other foreigners, as his peak skill seems to be beyond anyone elses – maybe despite Neeb?

4 Nerchio
+ Show Spoiler +
Nerchio was probably the best foreigner at the beginning of lotv. Ever since he's always shown very good results, yet didnt win anything. Still, he got second in EU and only lost a set to marinelord which he later beat. In fact if you watch his match history, he very rarely loses. The reasons why i put him above the touranment winners? We know he can win tournaments – online and offline. And he hasn't any considerable matchup weakness.

5 Neeb
+ Show Spoiler +
Even in HotS, Neeb had really strong showings as terran which surprised many. With lotv and his raceswitch to Protoss, he has upped his level even more, ultimately winning the NA ladder tournament over Hydra and Polt in times where Protoss struggles. While this would make him the best wcs players next to happy, there is a reason why he isnt on top as well: We don't know how he will perform offline. How will he deal with the pressure?

6 Happy
+ Show Spoiler +
Happy won the EU ladder tournament pretty convincingly. 3-1 over SortOf, MaNa, Snute and 3-0 against MarineLorD. While that is pretty impressive and i'm the biggest Happy fanboy, i cannot rank him higher (yet). Why is that? He is weakest against protoss than Polt and MarineLorD, he struggles to go really far offline cuz of his predictable playstyle (although its getting better). Happy will likely never drop out of the top15, but it will be hard for him to ever reach the very top.

7 VortiX
+ Show Spoiler +
How good is VortiX really? It's still too early to tell. His comeback was remarkeable though, he qualified in the first possible qualifier, 5-0ed in teamleagues. In fact ever since he came back, he only lost 1-2 to firecake and 1-3 to ryung, winning every other match. Although i might add that he hasnt played the ladder tournament and hasnt too many recorded matches since he reentered the sc2 scene.

8 Lilbow
+ Show Spoiler +
Laughed at for his Blizzcon performance, ppl had a high expectation for him going into lotv, when in fact he didnt play it more or less than the others. He failed to deliver early on while still showing decent results. Lately, he seems to have gotten stronger and stronger, outperforming every other protoss in europe.

9 Snute
+ Show Spoiler +
The best foreigner for the longest time, Snute sometimes seems to struggle a bit with lotv. Looking at his acutal results, they arent all that bad though, even though his standards might be higher. Strangely enough, ZvP seems to be his weakest matchup, while other zergs have a pretty easy time. But truth be told: if i was to name which players would perform the best against koreans, Snute will always be one of the if not the most named foreigner. He delivers when it matters, just like TLO, just on a higher level.

10 viOlet
+ Show Spoiler +
A Korean in the WCS ranking and he's not Top3? Well, no! ViOlet struggled a lot in 2015. viOlet loses to Polt and Hydra almost everytime they meet. Yet, he recovered well right before Dreamhack and lost very little games ever since. Yet, some other players seem to be a bit stronger and more solid right now.

11 Serral
+ Show Spoiler +
Serral showed impressive results ever since lotv came out, always clashing with the best of the best (and winning more than losing probably). Yet he isnt ranked higher, as he didnt have his real breakout performance yet.

12 ShoWTimE
+ Show Spoiler +
This is where players could have just as well be in Top 10. ShoWTimE was easily considered the best foreign protoss before dreamhack. Ever since, he seems to struggle more than other very top protosses in PvZ, even though all of them (besides Neeb?) struggle a bit. We will see if he can recover and reenter his protoss throne.

13 PtitDrogo
+ Show Spoiler +
Won Dreamhack Leipzig. Why isnt he in Top 10 then? Well, first of all, he struggled quite a bit ever since, losing to unknown players, qualifying just in the last moment for WCS, still only getting rank 12-16 in the ladder competition. Secondly: Yes, he won dreamhack. But if you look at who he had to beat, none of them was in the Top12 of my Ranking. You have to consider this.

14 FireCake
+ Show Spoiler +
Arguebly the best foreign zerg months ago beating nearly everyone, it has been a bit quiet around firecake in the last weeks, only playing online cups here and there and not performing all to well in them. Hard to judge his skill, but i think he's in a good place. Around dreamhack, I considered him a Top 10 player, just like Bly.

15 Dayshi
+ Show Spoiler +
Looks like the best terran in europe sometimes, but his results dont really show it, falling short right when it matters. Seems to have a small TvP weakness which he is very vocal about, probably hindering him from getting even higher.

16 Bly
+ Show Spoiler +
One of the strongest Zergs at the start of lotv, proving it with a second place at Dreamhack. Ever since, his results dont seem to be consistantly on Top anymore. He still sometimes has a very aggressive and allin-oriented playstyle, which might play a role in the small decline in top results. Tried to qualify and failed.

17 uthermaL
+ Show Spoiler +
After a very strong road to Dreamhack and Dreamhack performance, uthermaL is openly demotevated to play the game right now. He showed relatively weak results in the qualifiers and didnt make top 16 ladder, which he rank 1 on before dreamhack.

18 Harstem
+ Show Spoiler +
Harstem can beat anyone and lose to anyone more than other players. He can fall 2 times in round 2 of qualifiers, just to win the next one. Still one of the best Protoss around, especially in PvT.

19 Kelazhur
+ Show Spoiler +
Pretty clearly the best south american player right now, even beating major lately. Just all around impressive play. Yet, just like for Petraeus, he will have to prove himself against the titans from europe and north america further.

20 Petraeus
+ Show Spoiler +
Winner of the WCS Oceania region without too many struggles. He might even be better than i ranked him, but its really close around this skill-level anyway. Real competition with EU/NA is missing.

21 Bunny
+ Show Spoiler +
While Bunny isnt all to active since the beginning of lotv, he showed really impressive results in teamleagues. We all know that he should be a top 10 player if everything comes together; we will see how much he invests in the future.

22 TLO
+ Show Spoiler +
Winning when it matters fits best for TLO. He somehow makes it happen in important situations. Yet, one cannot ignore his rocky online results lately, falling short to get into the top16 ladder bracket and losing most matches against top players since dreamhack.

23 Xigua
+ Show Spoiler +
The only chinese player to get into the rankings. Winning basically every chinese qualifier and touranment. Hard to judge the strengh of the scene, but Xigua is a mainstain and seems to be the best of them right now.

24 Elazer
+ Show Spoiler +
Some may say he's underrated here, others would ask who he is. While still not having a real breakout performance, he trades games quite evenly with players in the top 20.

25 SortOf
+ Show Spoiler +
Solid performances lately; beat Happy in qualifiers, lost to him in brackets. After falling to Happy. Beating Harstem just to fall 2-3 to Dayshi.

26 HuK
+ Show Spoiler +
Very promising in the beginning of lotv, he seems to struggle lately. Very vocal about P weakness, which might have some truth to it, but it seems to keep him from playing to his potential.

27 MaNa
+ Show Spoiler +
Some impressive, some very disappointing results, very comparable to HuK. Solid, but not more. Struggle in PvZ since forever, he has a really hard time right now, but even shows weakness in PvT.

28 Naniwa
+ Show Spoiler +
Didnt show a whole lot, but managed to take 2 maps from Hydra in a 2-3 loss. And he's Naniwa after all. A Top 30 without him would be questionable as we know his potential.

29 MajOr
+ Show Spoiler +
Bit quiet around him, wouldve easily made top16 EU ladder with bad ping. Also recent online wins against violet and puck. Easily a top 20 player or more when in the spotlight.

30 Namshar
+ Show Spoiler +
One of the most improved player lately, even under the ranks of the zerg race. Solid results against the elite of europe, sometimes losing to players he shouldnt lose to. I could name 5-10 players who deserve rank 30 as well (Zanster, Scarlett, Lambo, State, puCk, Gungfubanda, BeastyQt, MaSa, ...) but i decided to go with Namshar.

Maybe after winning 2 or 3 offline tourneys you'll deserve top 10, or top 10 ladder
edit: "But if you look at who he had to beat, none of them was in the Top12 of my Ranking. You have to consider this." going full circular logic, if you put who he beat in your top 12...
