Generally I'd like to watch a stream a couple of times before making a call, but I've learned that if I can, then good, but if not, then don't fret about it. After all, one of the many reasons that unfeatured streams are unpopular are because of a lack of dedicated streaming hours.
I judge streams on a scale of 1-5, 1 being the worst, 5 being the best. Personally, a 3 is the bare minimum I would require a stream to have to be watchable. Most of the categories are self explanatory. To be clear on "stream quality" I mean the resolution, size, graphics, and sound (if music is playing) If you're streaming in 480 and the sound quality is reminiscent of the quality you geet from playing music over the phone, you're not going to be doing too well in that department.
If a stream is recommended, it means that I would choose to watch it over a featured streamer. Not all of them, but some of them. If a stream is worth checking it, it might be a stream for some people. Featured streamers do not have as much time to answer every chat question and heavily interact. A stream worth watching might be able to impart some knowledge onto a lower league player to really help their game.

Notes: There was fairly little to no interaction on this stream. If a question was asked, it was eventually responded to, but that was it. Streamer didn't ask any questions himself, didn't talk about his games after they were over, and for the most part just played games. The music was okay, not obnoxious. He could be knowledgeable about the game, but certainly doesn't show it.

Notes: English guy living in korea. looks at chat in between games, answers questions and what not. He also commentates his games and does a pretty good job of it imo. Things like "he's doing x, so I think I can either do y or z. I'll try z this game" I like the vibe from the stream. One of my favorite things about his stream was that he actually looked like he was having a good time playing. He lost to a wonky strategy on the ladder and instead of being mad, he was able to laugh a little to himself and identify why he thought he lost that game. I checked this guy out sometime Tuesday, and haven't seen his stream since, so his regular hours may not be so regular.
