It's a bug, if you've completed the Dark Brotherhood questline, I think, then the quest won't trigger.

It isn't. I've searched on both TES wiki, Uesp wiki, Reddit, GameFaqs, 2old2play, and a few others and none of the solutions they had worked  I was hoping TL Skyrim players would have a little more insight into this.

I feel relatively incomplete now knowing that I can't have all the houses :[

Wait what? I finished the dark brotherhood quests, then i bought hjerim (i did the rebel quests)....
Then I got the blood on the ice quest, directly went into hjerim, and finished the quest. Now hjerim is my house. Are you sure you can't buy hjerim before finishing the quest?
EDIT: Actually I first picked it open with my skeleton key.

If you finished the imperial legion quests before this quest triggering (you have to enter Windhelm 4 times for it to trigger) it wont start. Its a bug, i had to use console codes to get the house -.-'''.

Try a different time, the event triggered for me in the morning while I was doing the White Phial quests

My fiancee had this problem today too -.- I told her to just reload a save before she started the quest because it was so buggy.

I've tried at every hour, and the murder still isn't triggering. I really don't want to reload a save. I've already put in 170 hours on this character If I had to go back before I finished the Dark Brotherhood quest line, I'd de-level 30ish levels...
