Me and some friends usually head out to the beach in town to burn, as during the winter/early spring months, there are literally noone that is ever there.
So thats usually the case, but I wouldn't be asking if it was business as usual.
Me and my friend were rolling joints in the front seat of the car, and we looked out side and saw this guy walking back and forth from the front and back of the car, as if he was trying to read the license plate.
Obviously, as soon as we saw him we got the fuck out of there.
I'm not sure if he got a read on the license plate or not, but if he did, how fucked would I be? My state (connecticut) still hasn't completely decriminalized marijuana, (minimum fine $1000 and up to 1 year in jail) which is why i'm so worried atm.
Like, if some guy called the police saying they saw some guys rolling joints in a car at the beach, are they even going to take the time, or is there not even enough evidence to do anything?

I'm fairly certain they won't bother to come and find you. There are much more important things to them then finding a bunch of kids smoking pot. I don't think that guy really took down your license, maybe just a curious/snooping guy. I wouldn't worry about it to be honest you are fine.
EDIT: They also have no evidence so what can they do?

Literally nothing can happen aside from an officer being sent to your door to ask you about it, and that is pretty unlikely. If they do show up and ask to search anything simply say no because they don't have anything close to enough for a warrant. Keep anything out of plain sight and simply be nice and deny, deny, deny.
I'm not anti-pot, infact though I don't smoke it I believe it should be legalized and cigs illegal. If things like this stress you out this much though, maybe you shouldn't be smoking pot.

First of all the cops are not going to do anything. There is no evidence what so ever linking anything the passer by could tell the police to a criminal act whatsoever. Second: So what if the cops would search your house? (not that they can because I can't imagine a judge signing a search warrant for this) They would find nothing and as already mentioned you can just declare you were rolling your own sigs if you feel you really have to explain what you were doing.
Just chill and lay of the pot for a while if you really are that scared.
Even if the police come to question you you don't have to talk to them so don't worry about it. A civilian's report isn't enough to do much of anything. If he was an undercover officer specializing in hunting down people doing small amounts of pot then you are SO screwed XD
10 man, smoking weed is a very very serious offense. If someone has caught you in the act and have reported you to the cops then it generally takes a few days but they'll be there to arrest you. You wont make bail because of the severity of your crime. You will spend at least 6 months in jail and get a $5000 dollar fine. This jail time means no more than a fast food job. All this because you're too stupid to smoke at you're own place. Enjoy the rest of your life.
One time someone called the cops on me and my friends for smoking pot and then playing soccer on some playground in a residential area at like 1 am. The cops came, and we all ditched like instantly, except the guy who drove there. Me and my friend jumped over a fence and hid under the back porch of a house. The girl ran straight to the other dude's house about half a mile away. The dude just stayed there and tried to convince the cops that we weren't doing anything illegal despite scattering. Then the house at which we were hiding lights up, the people come out, and they say "You do realize that we're the ones that called the cops on you, right?"
One time I drove my friends to (what I now know to be) an area known for drugs. We were about to smoke from our bong when a cop car pulled over. My friend threw the bong under the car but he sucks at everything so he ended up throwing it in FRONT of the car.

I wouldnt be too worried if I was you. Maybe you should avoid walking around with stuff on you as a rule in general. I dont see that they could do anything to you based on a sole tips. Just make sure you dont keep stuff in your car when/if they pull you over.
I would call in and tell them you did it. Turn yourself into the station asap. Bring whatever weed you have left to give to the cops as a bribe. Otherwise you're probably gonna get the chair.
If you smoke you should definitely be aware of laws regarding it so you know what you can and can't do in certain situations. It is really good as a safeguard and it will lessen your paranoia greatly.

You have nothing to worry about, as long as they didn't check the car thoroughly, you could have been rolling green tea. I mean they really have no evidence at all. And they're just not going to send police officers to search your home, just based on a civilian report.
I remember once I was in high school, I wanted to roll a cigarette, but I only had extra long rolling paper left, so I rolled my 5 inch cig and started smoking it. Then my spanish teacher sees me through the class window and frowns up at me. Later in the afternoon, I had spanish class, and she went to ask me if I enjoyed my joint this morning haha. I tried to explain her it was just a really long hand rolled cigarette, but it was a lost cause, since I had to explain why I was owning extra long rolling paper anyway :D
Uh... you can't get in trouble unless caught in the act or there is evidence. A license plate # is not evidence lol. Would be dismissed as some crazy guy reporting someone he has a vendetta for or something along those lines.
