Yes on fanclubs, yes on resizing pictures when other people post them (look at your profile options carefully, click profile in the top left), yes plz for shirts.
hrm...realized that you might be talking about autoresize for other people to see who don't have that profile picture option checked. You should use the upload image option on the top right of the post box.

How long did it take to make?
Not long, perhaps a couple of hours. I am usually watching something on tv or chatting when I am drawing it. Most of the time is used fiddling with the colors.
