I lost my license a year and a half ago and it expired like 9 months ago. I figured I would have my shit taken care of and just renew when I get my DL reinstated but it hasn't happened yet so I need a regular ID card (which I will probably only need for a month at most before I get my DL back).

The ID costs 28 dollars, but I heard of this form called DL 937 which gives a reduce fee for an ID card (makes it 7$). This is California, and since I'm currently on unemployment and EBT I assumed it would be easy to get this form and get an ID.

So First I asked the social worker, she never heard of it, they redirected me to Calworks, who said that SS should have the form. So I called them back and the lady in the front never heard of it either, I asked to speak to her manager or 'officer of the day' and they said cal works should have it. So I called back CW who told me they do not have the form and if SS doesn't have the form then I guess I need to go to the DMV (makes sense I guess, it is a DMV form right?). I call the DMV line and there is an automated bullshit service, I finally get through it and ask slowly and clearly 'FORM D-L-9-3-7' and it just can't understand me. After 3 attempts it says goodbye. I call back, this time it understands me and they send me a form.

It takes about a week and it's mailed to my previous address so my mom brings it over. Guess what, its the standard DL 44 renewal form (should I expect anything less from the DMV?)..


So since the DMV is on the way to SS, I stop by (lol big mistake). I wait in the line just to get to the front info desk for about 25 minutes. Get to the counter and the lady says that form is not at the DMV and it's at wherever, because it needs to be signed by an 'eligibility worker' (whatever that is) and brought to the dmv. At this point i'm starting to get angry. I tell her to ask a manager, because I've been calling and running around all over only to get passed off to the next place who thinks the last place has the damned form. So she starts callin the supervisor, but he shows up behind her all the sudden and reaffirms that the form is at the SS...

I turn in some paperwork there, and ask about the form. The girl at the front remembers my multiple phone calls at this point and understands everything but just doesn't know where to get it. I tell her they should find out because nobody knows and it says to go here on the DMV site as well as the people at CW and the DMV. http://dmv.ca.gov/dl/dl_info.htm + Show Spoiler +
Reduced-fee ID card

You may pay a reduced application fee for an original or renewal identification card if you meet income requirements from a public assistance program. If you are eligible, the governmental or non-profit program will give you a completed Verification for Reduced Fee Identification Card form (DL 937) to take to DMV to apply for your reduced fee identification card.

See your local public assistance program agency for information about eligibility requirements and obtaining a DL 937 form.


So, I've clearly already invested more than the cost of 28 measly dollars to save 20. Now it's my quest to find and reveal this form to the internet/public as a service to the California people. I'm hoping I can find it online and print out a shit load of copies and drop them at the DMV and the SS building and tell them to get their shit together.

Google searches bring up next to nothing. Anyone have any ideas where to find this ethereal DL 937 form?

To contact the DMV and be told nothing, press 4
To contact the CW and be told nothing, press 5
To contact the SS and be told nothing, press 6
To contact all other public institutions related to this idea, and be told nothing, press 7

To actually get an answer, press 9 followed by pound. When prompted, please then fax your dog a picture of a cat. If your dog starts howling and growling please press 007. If he does not, you should probably get a new dog as he seems to be a pussy.

Implementation Whenever clients request our Agency to provide them with a DL 937, the
following must occur:

Client Contacts Eligibility Worker (EW) and requests a
“Verification for Reduced Fee Identification Card” (DL 937)
to obtain a California ID at a reduced rate.
Eligibility Worker (EW) • Completes and signs the DL 937.
• Informs the client that the form must be hand carried to
the DMV no later than 60 days of the issuance date.
• Mails the form to the client or makes an appointment for
the client to pick the form up at the office.
• Documents in CalWIN Case Comments that the DL 937
was mailed to the client. or that the client came into the
office to pick up the form.
NOTE: Informs the client that Medi-Cal only recipients are
NOT eligible.
Client • Takes form DL 937 to the DMV.
• Applies for California ID at a reduced rate.
DMV • Obtains form DL 937.
• Issues the California ID at a reduced rate of $7.00

Ok, how much do public libraries usually charge to print something out? Xerox copy b/w page?

20$ worth of copies should be enough right?

I hate doing all these kind of procedures. Getting my chinese resident visa was a pain in the ass.
I understand it can be complicated and they may need to go through a lot of verifications, but when people at the front have no idea of what you're looking for, it's hard not to become violent.

Btw, when I read this, I understand that it's useless to print out the form for other people as the program should provide you a completed form. I don't know more, but that's what I understand from the excerpt :

It does same DL 937 on the bottom in small print, so I think that's it...

Yea, but the form is clearly outdated. The fee values are wrong on everything and the date is like 2004 or 2005. Knowing the DMV they probably won't accept it.

I find this strangely relevant:


Dealing with this kind of shit is such a pain. Feels like they want you to go on a treasure hunt or something at times. Like the intitiave of giving the DMV their own damn forms.

But this is the old form, still need to find a current one.
My friend said he called AAA and they have the form but can't fax it or whatever because it's got a barcode? on it.

The Department of Motor Vehicles issues reduced fee identification cards.

The California Department of Motor Vehicles issues ID cards to California residents of any age. The ID card resembles a driver’s license but can only be used as identification. An ID issued to anyone under the age of 62 remains valid for six years. For residents 62 or older, the ID remains valid for ten years. The fee for a California ID is $28, as of 2014. There is no fee for persons ages 62 or older. Residents who meet certain conditions may pay a reduced fee of $8, as of 2014.
