What i wanna have explained is what "extra legal action" means. Here is the context:
The guy was reading from a text:
The CIA has long used proxy forces to carry out extra le... Then he comments on what he just read:
Extra legal action! im not comitting a crime, im comitting extra legal action, I love it! There is a word, i love it, there it is, thats awesome word. im not comitting a crime, fucking no, im comitting extra legal action!
Then he burst out into BIG LAUGHTER :D
It was so funny to hear this, but man i tried google it, and go urban dictionary, just nothing.
Extra legal action - just take a thought about it and think about how stupid it sound.

it's an action that goes beyond what's legal. in other words, an euphemism for illegal activities.

Yes, the prefix extra- means outside or beyond, like extraterrestrial.

It's not very commonly used... and in that context it sounds really weird... which is why the guy bursts out laughing.
Extra can mean more, like extra tasty... but it can also mean beyond like Brood said...extra-ordinary and the like
