From my understanding, all these university speed tests are meaningless. If under "ISP:" it says "blablabla university blablabal", it means that your uni network is on its own autonomous system. Which means that it's most likely connected to an internet exchange point and has free, unlimited peering to local ISPs, hence these astronomic speed. If you really want to check your uni's connection (how much they are willing to spend on international transit), connect to a server on another continent (try EU -> NYC or NA -> London, these cities are well connected).
