So you pay for the software for FFXI using your unverified by Mastercard shit card, but if you actually want to -play- the software, you'll have to have this special feature!

No idea on Final Fantasy, never played a Square Enix game, but it looks like they fucked over Deus Ex 3 to appeal to the casual gamer after a partnership deal with Eidos. And this is a game that Eidos Montreal PROMISED to never dumb down.
Steam actually would probably refund it. And in the grand scheme, I guess it increases your security.
Are you positive your bank doesn't allow it? I have a VISA by BoA and still it allows me to use Chase (they handled the special security when I set it up).
If all else fails; the best idea I can come up with is borrow a buddies credit card and repay them when the bill comes in. I did this with a lot of my irl friends before they had their own CC's.

Edit: There is a common glitch on the Support Center website where the 'Additional Assistance' button does not appear. If this happens, go back to the Support Center home page and re-navigate to the said help topic by searching 'Credit Card'. It should be the first relevant topic.

You can also register the account on PS2/Xbox360 which don't have this restriction, but that solution has its obvious problems. I'd start by calling support.

Square-Enix tries their best to provide you with the best gaming enviroment out there. I dont think its really their problem or responsibility when it comes to getting ur credit card approved by a bank or w/e..
Even for the short time that I Was going to try out FF 11, I got a month free on it when I bought it, I still had to register a card # with their game and it worked just fine. Just try to contact some of the admins from the game or bank and see what the problem is.
