I'd do it in Photoshop; load up the image, posterize it to a detail level you deem necessary, then trace over with the pen tool for each highlight and shadow. You can also posterize it in Photoshop, then load it up in Illustrator since Illustrator is vector based and has more tools for vector design. | ||
