I'm not sure if ISP's in NZ works the same way as it does in other countries.
So recently, I changed to a new modem since my old one was getting well old. Previously with my old modem I was getting speeds of 400KB/s with IDM. My old modem was not capable of ADSL2 speed. (ADSL 2 technology only started in NZ in 2007, I got modem in 2005)
However with my new modem, I know my modem is ADSL2 capable, I know my internet plan is a ADSL2 compatible plan, and I know I live close enough to a ADSL2 exchange. However, i'm still getting speeds of 400KB/s. Shouldn't my speed increase because of ADSL2?

I'd recommend calling your ISP and asking what's up. All you're going to get from us is useless speculation.

Did you test just using random files to download or did you use a website that is specifically for this kind of measurement like dslreports.com ? Many websites set a cap on the amount of requested data can be sent to a single client so it isn't bogged down for other users.
Failing that, everything you connect to outside of New Zealand is going to be connected via satellite because of that country's remote location. That could also be a factor.

I have. They gave me their ISP's speed test, and my speeds was normal.

400 KB/s is on Rapidshare with premium account, however that speed remains the same with ADSL and ADSL 2, wouldn't ADSL 2 be faster?

ADSL2 speed as you'll see in their disclaimer, will vary depending on a number of factors, which may include distance from the exchange box, the number of other users, the wiring of your house - at least, so I'm told.
I only got 200kb/sec and I lived right next door to the hospital (which should mean I'm not far from the exchange).

I would say its most likely caused by line noise. NZ im assuming is like Australia and uses shitty wireing that creates a whole lot of interference with the transmittting of data. As such, the very best I can do is about 700kbs.
Go into your modem setup page and see if you can find somehting called line attenuation. It should be given in Decibels (dB). If not, your ISP should know what your line attenuation is. If its high, then it could be interefering with your connection and theres nothing you can do (mine is about 40dB).
Like GTR said, Whirlpool is a good site to ask about this stuff and they'll be happy to help you out.

If you have a package with isp that gives you 400kb/s max, then you can have a modem or whatever that is capable of 100000000000 kb/s and you will only get 400kb/s..
So first ask what kind of connection do you have / pay for, and then write that down here, and we ll move from there..

Downstream 31, Upstream 13 dB. Is that considered high?

That's my broadband plan. My plan is unlimited so my speeds are managed(more specifically, torrents) during 9 am to 2 am, however with a rapidshare premium account, im still usually getting 400 KB/s regardless. during off-hours when my plan(including torrents) is un-managed, i still get 400 KB/s

ADSL2 speeds can vary hugely. Depends how far from the exchange you are, line quality, and a whole bunch of other BS. But like someone said your best bet is to head to whirlpool.net.au
400kb/s isn't exactly slow either. Obviously it would be better if you had higher speeds but I don't know how realistic it is. Australia (and I'm guessing NZ) oversell their 'lines' by a lot, because traffic to the US and around the world is very expensive. They stuff everyone onto the network and hope that most users won't use a lot of traffic, which is why speeds are sometimes awful at peak times. I briefly looked over your plan and it said you might sometimes get lower speeds when traffic goes up. I know that Telstra in AUS permanently caps some peoples speeds at 1500kbits when they have oversold their lines. I don't know how likely it is this has happened to you.

I would recommend this. I have to talk to my ISP in order to adjust the bandwidth accordingly. I still have the same old modem but after calling the tech support, they were able to more than double my speed (from 4 to 10 Mbit). Hope that helps!

even if you have an adsl 2 modem, if your o-slam z-slam (the box outside of your house) does not allow for higher speeds then it's useless, so like others suggested beforehand, call them and ask them whether or not they offer adsl2 service to your adsl modem and if they offer it for your area... If they do then your investment in a new modem is justified, if not... then well you got screwed over into buying a new modem for nothing because they don't even offer that service to you
