It IS relevant. If you're on a streak, you can rack up a lot more wins in the new format than you could previously, when there was much more time between games. Flash would be able to get 2-3 times the amount of wins in the same time Reach would when he got most of his wins due to the format. If you'd count WL (which I don't know if they do or not), it would be even easier to rack up even more wins.
It would've been damn near impossible to have achieved Flash's ratio of wins/losses back when Reach got the majority of his wins, since you'd have to be consistent for 2-3 times the amount of time.
Flash's win/loss-ratio is extremely impressive, but he largely owes it to the current format, which has seen a lot of currently good players gaining many many wins. Just look at Calm, having more PL wins than Nal_Ra and Boxer combined (26 of his 91 PL wins in 2009 alone) despite them being around for about 6 years longer.

Flash is consistent. Terran players in general are not. How about the 2nd best Terran player, Fantasy? He wouldn't just drop games to random Zergs below his skill level, right? I mean, he's Terran, and Terran always win against weaker players.
The reason Flash is so consistent is because of his amazing game sense. Flash explained it when he was asked what the difference between his style and Fantasy's is.
Players like Fantasy go into a game with a bunch of plans. If my opponent does X, respond with Y. They might go in ready to deal with 10 or 20 different situations. But if something happens that isn't in any of those plans, they fall apart.
Flash goes into a game with one general strategy, and then just plays it by ear and adapts on the fly according to what his opponent does. It's a game sense that can't be duplicated just by studying him.
