Would you rather have the best players? or do you want players with certain styles?
I think my ideal top 16 would include some of the top players but without leaving some iconic players out.
The top 16 seems super hard to get into right now, with the top 16 being all A-, but I would love to see some old players like Eri and Leg.
Right now the only 'old' player in the top 16 is Yosh.
We already have JianFei, Draco and Brat in. Nony is also pre-qualified to play the #1 (Idra :p), so that leaves 12 others to pick.
I'm glad Yosh is there as I said and I'm also happy the Ukranian trio (Dimaga, White-Ra, Strlok) is close to qualifying directly.
I'm sure lot's of people want to see ret's performance.

Well that's a list of people I would like to see play, not a list of people who I think will qualify.

I'd like to see F91 in the top 16, since otherwise he won't get to play at all. It would be great to see Eriador ride again, although I'm afraid it will be hard for him to make it against such tough competition. From my limited exposure to watching the foreign scene, I like Iefnaij, but he's seeded anyway. And Mondragon, of course: foreigner icon for such a long time.
edit: I'll throw some love to G5 as well: I have an impression of him as a pretty creative player, although I haven't seen enough of his games to really know firsthand.
That's 5 players (+ 2 1/2 more who are prequalified.) For the rest, I don't really care. It would be nice to see at least one or two unexpected names in there.

@qrs with top16 they mean the final top16 not the quali last round and f91 must be in last quali round so he can fly out of china to play sp he must be top12 ladder to have chance to come into top16 tsl

Well i don't think that Eri or Naz deserve to be in a top 16 too if you are just talking about skill 
I'm gonna two lists later.
Top 16 best imo

Idra: Ok, we all know him, brings you the drama since 2006. Skill, terran nerd rage and Korean training. He will be the main villain like in TSL1. Looking forward for some epic grudge matchs vs Ret / Koll / White Ra / F-91.
F-91: The Chinese ninja assassin zerg ! Funky aggro style is always good for entertainment.
Ret: Our beloved Dutch boy.
Koll: The cocky kid with skill and time to mass game. Another potential villain.
White-Ra: What can be more awesome than a 28 years old Urkrainian protoss player said to be the most mannered guy in the community. It will be the good guy that we all want to see win the TSL.

Mana: Yea another Pole coming from nowhere. Didn't expect him right ?
Castro: Macro whore with some skills that has time to mass game. Nuff said he will be in R3 and probably in top 16 too.
Dreiven: Fuck. I LOVE this guy. His PvZ is just amazingly sexy. He has this ability to provide awesome games with the top zergs. I'm really looking forward an epic battle with F-91 and Mondi so i really hope he will get back in shape and train hardcore.
Mondragon: Well you can't make the best foreign tourney without him. Arguably the best foreign zerg since 2004-2005. Mondi you have a monstruous ZvP and we all love you but don't be lazy and train hardcore because i hate when people don't play at 100%.
Fenix: Kid has some skill.
Strelok: Need more terrans and i have heard that this one is decent.
Dimaga: The last urkrainian on the list and that doesn't mean he is the worst ... Seems to be one of the zerg revelations of the last year
Scan: Cocky idiot but skilled. Lot of drama and bm potential too.

He will be my bonus guy. To be honest i could have also picked XiaOzl, Haypro, Advokate or Paranoid. Dinot Could have been a choice too but he seems inactive.
About the others qualified
I just hope that Draco and JF will be in shape because it seems that they had some periods of inactivity and as i have mentionned earlier i don't really like when people aren't at 100%
Also to be honest i would have prefered a TSL without reserved spots.
I don't think Nony will be able to beat the ladder top 1 nor the R3 because of the very same problem so that's why i didn't included him in the top 16.
On the other hand i think that Brat_OK will be in shape and playing his A game which is awesome because he is the terran with the most enjoyable style. Funky TvZ and sharp TvP ~
About players i want to be in the top 16 but who probably won't make it:
Naz and Leg: Old legends smashing the nerdlings !
Eri: MMmm Sexy style :D
Kenzy: Super nice guy who improved A LOT since last year when i used to obs him. Gogo Kenzouille !
Kwark: I'm not kidding. The amount of drama and flame would just be pure gold. Also watching him being smashed would be quite funny.
Oystein: Nice guy streaming and making rep packs for us TL nerds ~
Inc: i actually hesitated to put him in top 16 because he is definitly a strong player but well i had to make some hard choices. I will cheer for him anyway.
MisterZZZ : We all need a protoss clown.
Octzerg: A cheesy zerg. I think i would pay to see him beat Idra considering their history.
SarenS / MoMaN / AureS : If Kenzy don't get to top 16 i will cheer for those :p
