It is in most cases absolutely. But there are a lot of ways that some players may sandbag their MMR by approaching ladder in a less-serious way while others will only do whatever gives them the absolute best chance to win; such differences purely in the approach to ladder play can account for huge disparities in MMR at the exact same level of skill, or players with far higher skill having far lower MMR. One just wins more than the other; that doesn't mean everything.
I will say for myself I am a far better player than most of the carries I get in my bracket but since I am the idiot who plays support 90% of the time my winrate is probably 10 percentage points lower than it could be.
And yes your point about stable rating does not go amiss, I think if you are progressing through the ladder a lot of things may be out of whack.

Yet I daresay a lot of the pros, and many many other people who do not-much-else can pull that off. I work part time and study full time and can probably still manage 4-5 hours a day on average, 6 days a week if I wanted to. I have better things to do, but it's doable.

Some people... We have a WR pretty much feeding offlane (was up against a tri, but whatever, she could have ganked mid or something more useful). After the laning phase she pretty much just farms, taking last hits from people that make better use of it, doesn't buy a single tp throughout the whole game and is in general just dead weight to the team. Meanwhile our Doom flames our Pugna so Pugna goes afk in their woods, so we are now playing 3 vs 5. The dota gods really does not want me to win.

we're leading 20-1, I'm DK and I have 30 armor 20 minutes into the match. We have ench and a DS with mek. Patiance is commendable but I'm fucking untouchable by the other team yet my team is fucking pussy nine thousand and keep saying to "back, wait for DP's ult"
I'M INVINCIBLE JUST STAND NEAR ME AND WE WIN (we won anyhow I'm just qq-ing about how scared some players play)
if I had to make a legit qq it's that I had time for one dota game today and the enemy team picked 4 carries, one of which was a solo offlane Meepo and the other was a jungle furion that went for Midas against a DK/Ench/DP/DS lineup when they had 0 anti-push

ok dude, you pick that invoker when they have a void and 4 other heroes that can fuck you over without even trying.
edit: I mean, he was against sf mid which is ok. But all the other heroes were great against Invoker. However, the issue is that he couldn't even outlane the SF. Invoker starte exort and had a null, while this sf went for a bottle rush build (3branch1tango). I looked at SF's souls around 3 minutes and he had like 22-23

I am Medusa, I'm fighting axe and clockwerk for jungle farm since lances are unsafe to farm. Nobody stacks, nobody ganks and our DK is yelling at me to farm better, as he actively uses his nuke to take an entire creep wave I'm farming.

My awful night is not done yet, I'm antimage, I have just a brewmaster in my lane trying to take last hits. Lion is mid, and our dual offlane proceeds to feed 12 kills in 8 minutes. And the brewmaster has no clue how to use the ult, he splits but doesn't use rock and when he does cyclone someone, it's the guy with radiance who is low and about to die.
Oh and they are all phillipino, on fucking US East servers. So they have awful lag and nobody speaks a word of english.

tinker still needs to be removed from the fucking game, makes easy 30 minute wins turn into easy 90 minute wins. total waste of time.

Quite literally never leaves the pull. I get destroyed 1v2 as a melee vs. two ranged with constant single pulls pushing the wave.
Veno's progression, as I'm cowering under tower out of XP range:
6 minutes: Level 1 (not exaggerating). Mutes me when I ask him if he could please leave jungle to gank a lane.
11 minutes: Level 3. Eventually does leaves jungle and feeds about four kills due to being like 8 levels below their mid.
20 minutes: Level 8.
I really should just start abandoning these games.

I honestly don't know. He had one of the medium camps stacked (and later died trying to clear it), so maybe he was moving out of XP range to stack or get runes or something.
All I know is he wasn't in lane, the equilibrium was permanently fubar'd, and he really was level 1 for an absurd portion of the earlygame.
