IEM announced the Open Bracket players for http://wiki.teamliquid.net/starcraft2/IEM_Season_IX_-_Toronto (August 28th to 31th):

Open Brackets Players: Bones, Snute, Oz, Bunny, Revival, HuK, Sasquatch, hendralisk, Leenock, desRow, StarDust, puCK, Maru, Kane, Jaedong, Believe
These players will be separated in two double-elimination brackets and each bracket gives 2 spots for the group stage.
Already qualified players in the group stage: American qualifier: Scarlett, Polt, viOLet (who replaces MajOr : reason) Canadian championship: MaSa European qualifier: First, YoDa Asian qualifier: Zest, Flash Invited players: HyuN, MC, TaeJa, sOs
Total prize pool is $25,000 and 4,000 WCS Points.

On the other hand, Maru is here! Freaking YES! Apollo was sad the other day because he miss Proleague already, but I've told him that he can always look from the bright side, now when Proleague is over, every other big tournament will have a lot of top KeSPA players and competition will be fierce!

Its hard to say because Vortix and Welmu haven't been as visible recently as MajOr. To stay a top foreigner in the eye of the public you have to do stuff recently, which Vortix and Welmu haven't really done. I expect we'll get a better idea of how they are doing after WCS Europe starts.
As to the tournament, really happy about the lineup. It has a good distribution of top players from the different WCS regions, and some strong foreign fan favourites. Its also really important WCS points wise featuring Scarlett, Snute, Bunny, and Maru who are all on the cusp of qualifying for Blizzcon.

To stay a top foreigner in the eye of the public you have to do stuff recently, which Vortix and Welmu haven't really done. I expect we'll get a better idea of how they are doing after WCS Europe starts. As to the tournament, really happy about the lineup. It has a good distribution of top players from the different WCS regions, and some strong foreign fan favourites. Its also really important WCS points wise featuring Scarlett, Snute, Bunny, and Maru who are all on the cusp of qualifying for Blizzcon.
hmmm if u go by recently, then wouldnt Sen be counted in the top 5 foreigners then?
after all hes the only foreigner to win a Premier tournament since 2012

Well I only mentioned players at the tournament. My top 5 would be Scarlett, Snute, Bunny, Major and Vortix in no particular order, closely followed by Welmu and Nerchio. Of course Sen is also top5 when you count the taiwanese/chinese scene.
