It's only a real problem in WoL though. Eventually Zerg managed to counter it by being more careful with their BL (and that means it's only a problem for Protoss itself because it was their only way to win). With Tempest and the new Void Rays, Protoss don't need Vortex anymore.
Also a compromise situation (to keep Vortex, maybe at least let it have some occasional fun uses), is to keep Vortex but make it have a 3 second channeling/casting time (with an icon indicator and/or a sound to warn it's coming), kind of like Nukes and Nydus.
