I actually experienced the opposite. Originally from France, now in Taiwan, I still don't understand why I can leave stuff unattended in the street and *not* get robbed. Here people will actually run after you to give this wallet you dropped on the ground accidentally...

Sad but true, I see them everyday in the metro, i can recognize them almost immediately at first glance.
The thing is when they are caught, they are pretending to be 13, but they don't have any ID card to prove it, and our laws forbid us to do anything against <15 i think.
They are free 2 hours after getting caught, and they go on rampage again.
