A foreigner and a korean for each race i think is underrated.
protoss - ToD and NSHTassadar
zerg - Morrow and iS.Crazymoving
terran - vileillusion and oGsSupernova
They are all well known players, but non of them are really in the spotlight in tournaments, except for when Artosis pointed out Supernova, and i can see why.

YongHwa's PvP is overrated yes, however if you watch a lot of these smaller korean weekly tournaments you will see that this guy is actually one of the most talented macro Protoss out there. Unlike the majority of players like MC and MC copycats YongHwa's play style focuses on a much more unforgiving macro style of Protoss. (Essentially he plays how Artosis would play Protoss if he had more time to practice and become pro.) Specifically his PvT is pretty damn amazing, his game against Bomber in the GSTL in my opinion despite being really outdated is still better then the majority of PvT we see now a days. Being stuck in in Code B doesn't mean a player is bad by any means, If i recall DRG was stuck in Code A and B for ages until he finally broke through. I'm looking for big results from YongHwa in the future, in fact this guy is probably my most hyped up Protoss in Korea to date.

This all depends on how you "rate" players. PRize sum? Which players they beat? Consistency? Popularity?

You might want to check when that was posted before commenting... Now agreed none of these players really confirmed since then but in July that claim was not completely stupid.

polt: why would he have been underrated in july? if anything he was overrated! as time has proven!
same as above holds for MC, in july underrated? I dont think so, he did "bad" moves.. didnt play as good as he was before, but underrated?
TOP and Byun: At the time they had 1-2 decent results, but underrated? again if anything overrated!
the only player he defined as overrated was nerchio, the one play who has improved significantly and shown some great results since! meaning by then, he was prolly underrated :D

I agree with San and ToD being underrated. i think yonghwa is underrated he plays like genius in pvt, super safe macro style.
i think revival is underrated
there are so many terrans that are underrated just because the top few are fucking gods. Jjakji, IMHappy (niniVP), sC (sickness + he's only 16, so he'll be back in form)

I think sjow will do better in tournaments soon. His play might not look so good but he still wins most of the time.

i feel like most answers here come down to players not having enough attention because they are not, as a personality, interesting enough.
don´t know about all you experts but i have a hard time analyzing the level of play of someone who is obviously way better then me and making the statement that his level of play is underrated. i mean... underrated by who? people like me fooling around in diamond league who can´t even achieve a logical worker saturation?
but in the spirit of a drunken soccer fan i´d say Socke. because i am a fan of him. yea thats it. like the guy. would like to see him more. im to honest for this world..
