Ok, so I've been living in korea a while now and was only able to play on SEA servers because I didn't have a korean SSN number. However today I managed to make a Korean battle net account without it ^^

You need to make an IPIN number. This is the only site I've seen with english translation so here's the best site to do it

http://www.g-pin.go.kr/center/main/index.gpin

Follow the instructions, make you account.

YOU MUST HAVE AN ARC NUMBER, IF YOU KNOW SOMEONE IN KOREA THEN ASK THEM FOR THEIRS IF THEY DONT USE IT

next go to the korean battle net website and hit the register button

https://kr.battle.net/account/creation/tos.html

Then at the bottom you should see an option to change the language into English KR (has a picture of the world next to it).

Follow the steps until it asks you for your ID. Usually you would press Korean SSN, instead press Ipin, log in with your details in the pop up page and presto, you can now create your ID :D

If this has already been posted then please delete this, but I did a search and couldn't find it

Just in time, I was about to pay a Korean for an account...
Why would you ever choose failure, when success is an option.

You cannot pay via paypal to get the gamepoint from the site that distributes them anymore and you cannot use mycard anymore. So TW is no longer an option.

What do you mean, don't use the arc number? Seems like most Koreans would need that. This doesn't seem plausible.

Edit: Posted it on a a bit of a tilt when getting denied the option of using paypal and being refunded. Seems as though I need to keep remaking accounts and attempting again. I will wait awhile before I try again. A bit of a selfish post, but I seriously cannot be the only one with the problem.

This only works if you live in Korea already.....

It actually allows you to play sc2 in PC rooms for free, but you have to pay if you want it at home (at least thats what the website said)

Did that change in the last few hours? I was able to use paypal and mycard to get my TW account just a few hours ago.

Maybe i read wrong?

On offgamers I can't use paypal to get points for some reason, and this has been going on since yesterday for me. It just doesn't show as a payment option.

Should actually wait and find out, the disturbance of service was announced before to pay way for the 50% discount on TW copy that will happen within a few days.

Um.. What you described is just another means of doing the same thing. You can either ask a Korean to lend you their SSN or their ARC number. Either way, a Korean will probably have you pay to use their number. Either way, you need the number to get a Korean account. And either way, even after you get an account, you still need to buy the sc2 game and attach it to the account (which btw you need a Korean credit card or other Korean only services to do so). So I really don't think this post helps anyone.
Hopefully it will be easier to play KR with this TW server switch thing.

TW is still very much an option, plenty of people have had success.

Offgamers being unable to provide 'you' with paypal option does not mean it is not an option for anyone else (can use so many different payment methods on offgamers!)

Sure, I was speaking for myself. But I find it kinda bullshit and I cannot be the only one. I don't know what other payment method I would use for it other than Paypal, sounds selfish, but really denying Paypal service period is just a joke when looking to doing online transactions.

Pretty sure Korean citizens do not have an ARC.
It is an Alien Registration Card.

So this helps foreigners who are living legally in Korea gain access to the KR server. Which I believe was the point of the thread.

Resident registration numbers take the same form as KSSN. Any prepared netizen, whether immigrant or natural citizen, will have made an i-pin ID with that number.

Many foreigners in korea do not realise they are entitled to the IPIN as its not advertised and just seems like another way for koreans to register. In truth, only that one website offers english registration and I had to do some finding to get a site that does it (after reading that it was possible). Yes the point of this is for people who live in Korea currently but do not have an korean willing to give their details access to the server. Koreans do not have ARC numbers, as its a foreign registration number and even Blizzard are oblivious to this way to register.

The ARC numbers are NOT the same as an SSN, as they are 1 digit shorter and do not work on most websites (Zyrixx.co.kr, Emart.co.kr) for example do not accept ARC numbers. This is due to it being 1 digit shorter than native korean SSN's. Believe me when I said I tried a thousand times to register for gaming sites (CS online, Fifa online, Sudden attack) with my ARC, but now with the Ipin I can access these games with my ARC number, which before was impossible.

Also pretty sure it's easier to find foreginers with ARC numbers hwo are willing to give them out than Koreans.....Koreans are very tight when it comes to letting people use their ID numbers!

That's simply wrong. They all take the form 6 open numbers (DOB) plus 7 numbers that get blotted out like a password when you type them anywhere - that hold your sex, place of birth, and a check digit. It is not one digit shorter for foreigners. If your resident registration number didn't work on sites you were either typing it wrong, or also in general foreign numbers are a lot dicier if you try to use them raw everywhere (some has to do with spaces in the name/extremely long names compared to native names). The advantage of 공공아이핀 is that you can register without any personal verification like subscription cell phone or credit card, which even residents on an alien registration card might lack or not understand. In fact, you could probably register an i-pin to 이명박's resident registration number.
