yeah man...a friend just bought sc2 yesterday and activcated it a few minutes ago and he already got the option to change his name once

To process a Name Change, you must log into your Battle.net Account via Battle.net Account Management ( http://us.battle.net/en/ ). Continue to "Manage Games" and select your Starcraft II game copy with the character you wish to rename. From here, you should see the Name Change option. If your account has a Free Name Change available, it will state that it is free.

If the system was designed with a universal account ID, rather than using names/identifiers for players this would not be a problem.
Their system is naively designed, which through it's flaws conveniently allows them justification for charging money to change names.
Steam doesn't have a problem with recognizing and tracking cheaters who change names because it uses such an ID system. It's not rocket science, just good design.
Don't be wrapped up by such a thin smoke screen, look a little bit deeper before nodding your head in acceptance of a $10 fee.

The reason such things are not free is that they would be abused to eternity. Imagine in WoW for example, what would prevent you from scamming others if you simply could move to another server with no bad reputation for free?
Sure, technically it might not cost Blizzard anything, but if it would be free it could ruin the game.
