They have more range and can shoot / move at the same time.

If they are controlled well, they are extremely cost effective vs. mass muta.

Because cost for cost if you have your phoenix spread out enough that you don't get glaive worms bouncing between all your units, phoenix rip mutalisks apart.

the problem with that is.. once u done, you end up with dozens of phoenix who are useless against a tech switch from zerg, so they are not viable in large numbers and that's why they are never gonna be the counter to mass mass mutas, cause no toss would go mass phoenix to counter it.

in a real game, it's not time-effective to micro phoenixes in that way against mass mutas. it only works for small numbers and when nothing else is going on

As a terran player, I certainly find the carrier much more interesting than the tempest. Buff the carrier instead of replacing it. Try changing the phoenix a little?

I'm not saying that the Shredder doesn't look too powerful in the current alpha stages, but it only has a 6 second time.

So it would be very difficult to prevent ling runbys unless timed very well.
