I suffered from this same error since beta came back up. However, last night, at around 12:30 AM EST, I added a WoW trial account to my Battle.net account and it removed the error message and I was able to play a game (and then I went to bed).
I just want to confirm that this should fix your problem. Try it out and see if it resolves the issue (give it around 5-10 minutes after you activate the trial before trying to log-in).

EDIT: If you are having a problem, let me know and I will try to help. If you have a WoW account already, that's no problem, just make sure you add the WoW Vanilla Trial.

Just a quick update on beta for you. We are still in the process of applying the patch to European servers and anticipate that beta phase two will be available late tonight (by the end of the day US time). We'll provide another update if anything changes.
