That is not the whole purpose of the agent.....plus most players are not that bright and actually need help understanding the contracts (but again, the agent does more than that, it is supposed to deal with everything outside of playing the game, something that should be the player's only concern). Besides the agents don't go around vetoing deals just because their commission is low or because they want higher commissions. The more deals are made the merrier because the more they win.
Raiola has a share of Pogba's rights, hence why he will command so much money if the transfer goes through. X as a commission on being the intermediary in the deal and some 20M€ for his share in Pogba's rights. Most of the money he is getting is due to his share in the player's rights.
Some very sketchy things go around behind some/a lot football deals sure, but that would still happen without the agents.

Baba went from a mid-tier Bundesliga team to a top tier Premier League team. That step was too big. But he still has the potential to improve unlike Mikel.

Im not sure he even goes into the starting line up for City does he? If he doesn't he has stunted his growth too as he could have probably done with another great season playing week in week out. Who knows though he might do.
