Nah it's beyond that point already.

I use a Roost,Dance, Dragon claw, extreme speed with multiscale. It's nothing special, it it shiny perhaps? Otherwise I can't help but feel this is another case of US events being terrible when compared to the Japanese ones.

You have a chicken-and-the-egg (lol) problem though because Dratini can only get Extremespeed from Dratini or Dragonite, which would have to have gotten it from somewhere. The only Dratinis that could get the move to start were from a Gen 4 event.
There are a decent number of Extremespeed Dragonites in circulation thanks to those event Dratinis getting bred-and-transferred through gen 5 and 6, but it's not so pervasive that the event is pointless. If you've already got one, then it's whatever, obviously.

I've gotten 2 different Dratini with Extreme Speed from Wonder Trade. Neither has Multiscale, but that can be fixed if I have a Dratini safari.
